The code changes a line on the summary. What changes the outcome is the rate you picked and who owes you money when the trip moves. What federal law owes you when a flight moves, and what nobody owes you on the room
The air ticket is the one part of this booking with a legal floor under it. US Department of Transportation rules define a significant change and force a refund whenever you decline the alternative offered: a departure or arrival shifted by more than three hours on a domestic flight or six on an international one, a different departure or arrival airport, an added connection, or a downgrade to a lower class of service. Once a refund is due it must be paid within seven business days on a credit card and twenty calendar days on every other payment method. Checked-bag fees come back too when a domestic bag is not delivered within twelve hours of the flight reaching the gate and you have filed a mishandled baggage report.
What catches agency customers is who has to perform it. The automatic refund obligation sits on the carrier. Presidents Day and Memorial Day weekends anchor the spring, Labor Day closes the summer, and the genuinely cheap domestic weeks are the shoulders on either side of it — early September and the first half of December. Summer is peak, and offers thin out precisely when demand is highest.
